Naval Sea Systems Command MANAGEMENT & PROGRAM ANALYST in Washington Navy Yard, District Of Columbia

Summary You will serve as a MANAGEMENT AND PROGRAM ANALYST in the MANAGEMENT, LOGISTICS AND PLANNING DIVISION of PROGRAM EXECUTIVE OFFICE CARRIERS. Responsibilities You will serve as the senior analyst for organizational management, logistics and planning, delegated full authority for high level decisions related to military manpower, facilities, security, and administrative programs and projects. You will provides expert manpower analysis in support of workforce requirements program management, total workforce shaping, and human resources management. You will manage and track the employee life cycle experience for active duty personnel to include onboarding, FITREPs, EVALs, military awards, and off boarding. You will provide comprehensive direction to employees during CONUS and OCONUS travel, ensuring compliance with the Joint Travel Regulations and other applicable laws and regulation. You will be the primary approving official for all civilian and military travel while managing and defending the organization’s travel budget. You will have mastery knowledge of physical and personnel security policies and procedures to oversee the security measures for the organization. You will expertly manage staff in logistics, planning, and the strategic day-to-day agenda for the Program Executive Officer and Executive Director. You will evaluate the effectiveness of organizational operating policies, regulations, and procedures and ensure alignment with organizational goals and objectives. You will liaise regularly with the executive leadership team on programmatic and administrative issues to ensure internal and external stakeholder guidance, direction, and assignments are effectively executed. You will prepare and deliver oral and written reports, presentations and briefings in support of complex program actions to senior leaders. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector managing workforce planning, manpower management, and business analysis functions to ensure alignment with organizational goals and objectives. Education Additional Information This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-04 broadband level encompasses positions equivalent to GS-14 and GS-15. This position has a control point; thus the salary range may be capped at GS-15, step 05, which is equivalent to $185,824. If you're current salary is above this amount, your salary may be matched.
