Overview

The State Of Vermont is looking for a Financial Manager to be the Senior Accountant for The Division of the Blind and Impaired Vision (DBVI) with an annual budget of \$2.5M. This position features senior level work in the maintenance, review, and reconciliation of financial records to ensure compliance with accepted accounting principles and standards. In addition, coding and budget checking all payments in the financial accounting system (VISION), payment processing in the AWARE case management system, and preparing Federal quarterly reports from the cost allocation database reporting.

This position also:

  • Submits quarterly federal receipt requests to AHS Central Office to draw in the appropriate amount of Federal funds.
  • Completes timely Federal financial reports in the Federal Agency of Rehabilitation Services Administration website and PMS for the federal grants pertaining to the Division of the Blind and Visually Impaired.
  • Completes the annual Independent Living 704 report
  • Reviews, monitors, tracks, make payments and completes the reporting for all DBVI memo\'s of understanding, contracts and grants
  • Requirements may range from internal reporting for grant payments to Federal submissions of expenditures.
  • Monitor and approve monthly bank reconciliations for the 4 regional Imprest Cash checking accounts.
  • Perform yearly audits for each Imprest account.
  • Closely track federal RSA\'s grant to the State (Section 110) federal Maintenance of Effort (MOE).

This position is also the Lead Accountant for the Randolph-Sheppard Vending Federal Program which is a program to provide blind individuals the opportunity to learn and profit from certain activities. In Vermont these individuals maintain vending machines placed in any Federal or State building or they operate/run Cafes. Any vending machines not maintained by a blind individual but a private vending company must pay a monthly commission to the program. This revenue is used to promote more learning opportunities for the blind individuals in the State.

In this role, you will:

  • Track and monitor commission receipts the Vending program receives from 3 independent vending companies for the Federal Randolph-Sheppard Vending program.

  • Deposit commission checks timely into the Vending bank account and monthly reconciliation of the vending bank account.

  • Process payment of vending expenses paid each month from vending account to State operating account.

  • Participate in regular meetings with DBVI Director to review expenses, grants, contracts and vending activities.

  • Yearly preparation of the RSA-15 report for the Randolph- Sheppard Vending Program which requires regular communications with outside accounting firm contracted to do the bookkeeping for the Caf\'s run by the blind vendors.

  • Complete reconciliations of all commission account paid to the Vending program, bank accounts and Caf accounts. Accountant for Commissioner\'s Office. This includes coding of invoices and budget checking payments on behalf of the Commissioner\'s Office.

  • Financial monitoring and tracking of Letters of Agreements, Contract and Grants and payment of the same.

  • Coding and budget checking of invoices for all administrative invoices for Long-term Care program and Choices for Care.

  • Timely depositing and spreadsheet tracking of all Vending commission Receivable checks received by DAIL.

  • End of year closing responsibilities includes completion of relevant section of the ACFR 6, ACFR 7, Imprest Cash reconciliation to the Department of Finance and Management and Secretary of State, and SEFA form.

  • Document and update procedures as related to the position.
