Chelan County PUD Environmental Permit Coordinator in Wenatchee, Washington

Overview This position is primarily responsible for acquiring federal, state, and local environmental and land use permits and compliance with permit regulations and requirements. Responsible for the overall planning, coordination, preparation, acquisition, monitoring, compliance review and reporting for environmental permits, including but not limited to State Environmental Policy Act (SEPA), Hydraulic Project Approvals (HPA), Corps Sections 10 and 404 (Corps), National Historic Preservation Act (NHPA), Shoreline Management Act (SMA), Habitat Management and Mitigation Plans (HMMPS), State and Tribal cultural resources reviews, and Biological Evaluations/Assessments (BE/BA), related to District projects.  Additionally, the incumbent will assist other leaders with conducting field data collection and data entry for such areas as water quality, water rights, aquatic invasive species, and Historic Properties Management Plans. Provide assistance to District staff, as needed, on methods for environmental sampling and remedial actions on District mitigation projects.  Responsibilities

  • Identify, prepare, and coordinate applying for all necessary federal, state, and local permits, applications, cultural resource reviews and environmental assessments required by permitting agencies or regulations such as, but not limited to, NEPA, SEPA, Hydraulic Project Approval (HPA), Shoreline Management Act (SMA), National Historical Preservation Act (NHPA) or U.S. Army Corps of Engineers for projects associated with the District's hydroelectric projects, utility services, parks, hatcheries, and properties. Coordinate the completion of environmental documents such as, but not limited to, Biological Assessments (BA), cultural resource surveys, and Habitat Management and Mitigation Plans (HMMP). Oversee schedules, budgets, and deliverables, and coordinate with agencies and internal staff. Coordinate with internal project managers and engineers to develop effective permit submittal deadlines and schedules to maintain planned project deadlines. Communicate effectively and timely with project managers, engineering and construction staff, regarding missing components or other issues that could delay a permit submittal. Communicate effectively and timely with a variety of governmental officials, the public, special interest groups, Tribes, all District business units and internal/external legal counsel regarding all aspects of permit acquisition, filing, and permit compliance tracking.

     

  • Assist with implementation of the Historic Properties Management Plans for the Lake Chelan, Rocky Reach and Rock Island Hydroelectric Projects.

     

  • Gather and maintain records, and track compliance with permitting requirements during construction and long-term monitoring as required by the permit. Assure permitting activities, milestones, and documentation are captured in the License and Compliance centralized database or tracking system. Provide permit tracking reports to project management personnel

     

  • Following established protocols and schedules, conduct or assist with field data collection and data entry for water quality, water rights, and aquatic invasive species. Coordinate with internal staff and affected agencies to resolve compliance issues.

     

Assist District staff, as needed, to conduct environmental sampling and remedial actions on property mitigation projects. This may include field investigations, environmental restoration, and technical assistance on permitting, methods and materials.
