Senior Cost Control Analyst

Summary

Accountable for the daily management and coordination of NYPA’s overall operations, including Overseeing, monitoring, and evaluating the operational performance; directing the preparation of operating budgets and proposals for capital expenditure and investments in infrastructure, technology, equipment, systems, or other assets and resources; analyzing and approving operational investments that best meet the organization's business needs.

Evaluates, monitors & coordinates activities related to the cost & scheduling control for assigned projects. Communicates with Project Owners, Construction Management field staff, Vendors, Contractors, and other Power Authority support staff for each project as it relates to cost and scheduling. Oversees the delivery of projects from a cost management perspective. Supports project delivery by budgeting and cost forecasting and analyzing through closeout. #LI-AH1

Responsibilities

  • Manage special projects assigned by Manager Financial Controls

  • Develop work breakdown structure of approved estimate to initiate and update projects’ funding authorization requests

  • Coordinate direct Authority costs to incorporate within projects’ funding authorization requests

  • Coordinate with Accounting in establishing required financial structure for projects

  • Generate and update cost control plans for each assigned project (covering authorized budgets, commitments, expenditures and forecasts) to monitor, control and analyze project costs

  • Develop and update project cash flow reports, periodic variance reports and monthly accrual reports.

  • Assist Project Owner with preparing project cost information for various purposes including funding authorization and any project review meetings

  • Provide assistance in the preparation of the monthly project reportsand ad hoc project cost reports

  • Update and revise project cost reports for applicable changes in project schedule and analyze the effects schedule change has on project cash flow and milestone dates.

  • Represent the department at project meetings with Project Owners, construction staff, contractors and other NYPA departments providing total cost control information as required and apprise oneself of data impacting the project cost

  • Interface and coordinate with project site on all cost control information.

  • Monitor and verify invoices, partial estimates and ensure accurate and timely payment

  • Maintain state-of-the-art cost control techniques through seminars and training courses.

  • Assist in processing Additional Work Authorization Change Orders, Claims, etc.

  • Perform special tasks as assigned by Manager Financial Controls to support cost control functions for the project.

  • Institute and monitor NYPA standards of cost control, progress measurements and budgetary standards.

Knowledge, Skills and Abilities

  • Demonstrated experience as a key contributor to the successful completion of projects including abilities to adjust to changing priorities both independently and in team settings. Strong leadership, interpersonal skills, and engagement in continuous learning. Excellent stakeholder management skills are also required.

  • Ability to prioritize and plan work with respect to project schedules, and deliver results in a timely manner.

  • Ability to provide all cost control support for assigned projects with minimum supervision; ability to develop project CEAR, cost control plans, project cash flow from project estimates and analyze and update these documents monthly or on an as needed basis.

  • Must be aware of changes and advancements in the industry, and develop industry-wide expertise.

  • Knowledgeable about NYPA's interactions with outside organizations, including other utilities and regulatory agencies, and with its customers; familiar with NYPA's budgets, costs, rate structures, and policies.

  • Excellent interpersonal skills

  • Strong negotiating skills are critical.

  • Ability to focus on the results of data and data analysis.

  • Strong project cost & scheduling skills are required

Education, Experience and Certifications

  • Bachelor’s degree.

  • Masters Degree in technical or business related field, preferred.

  • Minimum of 8 years related experience. Project controls, construction / power / industrial, experience preferred.

  • Experience in the use of SAP or Maximo for managing project costs / assets.

  • Project Management Institute (PMI) or AACE International or equivalent certification, preferred.

  • Willingness to travel as much 30% is expected.

Physical Requirements

  • Up to 30% travel primarily within NY State; to NYPA facilities.

  • Ability to travel to NYPA facilities to support construction activities and to monitor equipment installations and commissioning for length of time needed.

The salary offered will be determined based on the successful candidates’ relevant experience, knowledge, skills, and abilities.
