Summary You will serve as a PURCHASING AGENT in the MARINE CORP RECRUITMENT COMMAND of 4TH MARINE CORPS. Responsibilities You will review and edit purchase requests to ensure the item or service is adequately described based on the requester's need; and ensure all information has been provided and the request is consistent with local and area policies. You will advise requestors on purchases, policies, methods of procurement, and issues with a potential conflict on competition; advise on the best methods of procuring complex, specialized, scientific equipment not normally found on the open market. You will conduct open market negotiations and makes competitive or sole source small purchases for complex, non-routine scientific equipment and/or services not commonly available on the open market. You will collect data to determine price reasonableness for new items, prepares detailed written solicitations, and tailors special terms and conditions. You will prepare written solicitation for purchases estimated to meet and exceed the requirements in Federal Business Opportunities to solicit specific sources, build vendor questions, post amendments, and publish solicitation and award notices. You will use Federal and MCD/region acquisition regulations, federal property management regulations, internal procedures and guidelines, and other references to identify possible sources and other pertinent information. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-06) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing software, purchasing/tracking inventory and price negotiation through the Government Purchase Card Program as well as other software programs (e.g. Wide Area Workflow, Purchase Request Builder, Global Combat Service Support Systems).
