Your Opportunity

Stantec is seeking Program Manager, Permitting and Compliance Subject Matter Expert to provide technical leadership for our clients and staff on a variety of datacenter projects within the Eastern US (AMERS East). This position will be part of Stantec’s Environmental Services team that provides the full range of expertise needed to address a variety of projects with particular focus on the development and on-time delivery of environmental permits to support construction of datacenters needed to build out Microsoft’s cloud infrastructure.

In this role the Permitting and Compliance Subject Matter Expert will manage environmental due diligence, environmental permitting acquisition and approvals, and support compliance activities during site acquisition, design, and construction for datacenter development throughout AMERS East. This role requires regular engagement with key stakeholders, including legal, design, construction, and operations teams, regulatory agencies, and outside consultants and contractors.

The Permitting and Compliance Subject Matter Expert will be a key player in both the strategy development and execution of environmental permits for our projects. Permitting and Compliance Subject Matter Expert is part of a team of environmental and permitting managers but works across the greater organization to drive an effective, fast and efficient environmental permit development process to eliminate gaps between teams and ensure on-time acquisition and delivery of various environmental permits and approvals.

Your Key Responsibilities

  • Management of environmental risk evaluations, permitting, approvals, and consent activities for existing and new datacenter and associated infrastructure development for sites.

  • Management of environmental due diligence and risk assessment during site acquisition, including Environmental Site Assessments, soil and groundwater investigations, Air Quality and Permitting reviews, regulatory and permitting evaluations, and biological, ecological, and cultural resource evaluations and surveys.

  • Management of environmental consultants for the delivery of environmental approvals and consents, due diligence assessments, risk evaluations, and biological, ecological and cultural resources evaluations, surveys and reports.

  • Development of remediation strategies, approvals and oversight of completion of any remedial actions required prior to site pre-positioning and/or construction.

  • Identification of environmental permitting requirements and development of delivery strategies, including environmental mitigation, in coordination with design, construction, Environmental Health and Safety (EHS), operations, and permitting teams to meet required timelines.

  • Support of regulatory agency, stakeholder and community engagement activities and negotiations for new builds and existing facilities.

  • Support of development of environmental risk and permitting mitigations to enable datacenter construction and operations within development timelines.

  • Management of environmental compliance planning and execution for pre-positioning, construction activities and operational turnover.

  • Support the further development of the land development and environmental strategy and policy programs to support datacenter development and operations.

  • Leverage technical expertise to provide support to internal Microsoft stakeholders during development of new initiatives and programs.

  • Facilitate in team communication of land development and environmental requirements to diverse internal stakeholders, including legal, end-to-end, land acquisition, land development, energy, design, construction, operations, community development, CELA and sustainability teams.

  • Management of environmental compliance planning and execution for pre-positioning, construction activities and operational turnover.

  • Support the further development of the land development and environmental strategy and policy programs to support datacenter development and operations.

  • Leverage technical expertise to provide support to internal Microsoft stakeholders during development of new initiatives and programs.

  • Facilitate in team communication of land development and environmental requirements to diverse internal stakeholders, including legal, end-to-end, land acquisition, land development, energy, design, construction, operations, community development, CELA and sustainability teams.

  • Support and ensure implementation of Stantec Health, Safety, Security, & Environment (HSSE) Policies, Procedures, Standards and Guidelines in the execution of all work and coordinate with HSSE professionals during the execution of all phases of project planning and implementation.

Qualifications

Your Capabilities and Credentials

  • Knowledge of state & federal laws & regulations and applicable policies & procedures to advise others on interpretations & experiences with permitting.

  • Skilled with a “hands-on” individual experienced in managing permitting applications.

  • Skilled in verbal and written communications, including advanced technical writing abilities, regulatory agency negotiations, and requests for proposals responses.

  • Skilled at prioritizing, organizing, managing, and performing multiple work assignments simultaneously.

  • Skilled with computer applications and functions, including Microsoft Word, Excel, and Outlook.

  • Ability to prepare, read and interpret scientific/technical documents and plans for the affects/impacts to environmental resources,

  • Ability to perform work accurately in a detail-oriented environment and meet project schedules, deadlines, and budgets.

  • Ability to work with initiative, professionalism, confidentiality, and is able to work independently, multi-task and adapt to change in a very dynamic environment.

  • Ability to work effectively in a team environment with the strong ability to maintain and establish effective working relationships amongst the team and client.

  • The successful candidate will be self-motivated, self-directed, and possess the ability to make sound business decisions.

Education and Experience

  • Bachelor's Degree AND 8 years’ experience in Environmental, Civil, or Chemical Engineering, Environmental Science or program management with a focus in Cultural Resources,

    • OR equivalent experience.
  • 2 years project or people management experience.

  • 1 year(s) experience managing cross-functional and/or cross-team projects.

  • 4 years of experience in environmental permitting, including environmental impact assessments, permit acquisition, new region regulatory reviews, cultural and ecological surveys and approvals, environmental due diligence and risk assessments.

Preferred:

  • Experience with mission critical facilities or large-scale construction projects

  • Experience in construction and operational environmental compliance and experience working through environmental permitting in multiple markets.

  • Specific knowledge of environmental permitting programs and requirements including USACE/404 permitting and cultural resources at the state and federal level (i.e., Section 106).

  • Working knowledge of protective investigations and strategies and execution, site conceptual models and site management plans and ability to develop permitting timelines and identify permitting risks and mitigation for cultural resources.
