Description of Work

This posting is for a Transportation Supervisor II position in the Roadside Environmental Unit.

This position will be responsible for the planning, organization and supervision of all work activities and materials and equipment needs for all crews in the Roadside Environmental Unit, including monitoring and reviewing work accomplished. Work activities include Pesticide Applications, Seeding and Mulching operations, Plant Bed and Wildflower installations and maintenance, and Storm water BMP inspection and maintenance. This position will be directly involved with contract inspection as well as assisting with contract development and administration. This position will work closely with the Roadside Environmental Engineer to ensure that contracts for Rest Area Maintenance and Facility Maintenance are properly prepared and administered. Position will be responsible for assisting management with the counsel and discipline of employees, monitoring of expenditures, maintaining work records, time sheets, job reports, and inventory records, planning work operations and adjusting work assignments, training employees on-the-job, conducting performance reviews, assisting with interviewing and recommending new staff. Position will be responsible for ensuring equipment is maintained and serviced as required. Position must routinely determine materials, techniques, and tools to accomplish standard and non-standard work assignments; and complex work assignments, budgeting, documenting expenditures for multiple crews, using the Maintenance Management System (MMS) to assign task numbers and to compare actual cost with established guidelines, and aid Engineer by analyzing expenditures and altering work crew assignments to maintain fiscal responsibilities. Assist in contract administration in most operations of the unit. Participate in monthly safety audits and assist in conducting monthly safety meetings with subordinates.

Position will assist management with investigating and answering concerns from the public and recommend solutions. Work will require exposure to all types of weather conditions and the ability to work on uneven surfaces and slopes utilizing NCDOT required Proper Protective Equipment, following OSHR and NCDOT Safety Policy and Procedure Manual.

This position is subject to emergency call back and will be required to work nights and weekends as needed for emergency and planned operations during adverse weather.

Additional Expectations:

Must be able to supervise personnel and interpret and apply personnel policies. Use sound judgment and initiative to evaluate the various roadside operations. Must be able to communicate effectively with subordinate personnel, the general public and other government agency personnel and contractors. Must be able to understand and follow oral and written instruction and maintain effective working relations with other employees. Record keeping, reporting and computer skills must be developed. Work closely with other departments to ensure the assigned projects are completed. Ability to effectively plan and organize work. Must have a thorough understanding of seeding/mulching operations in maintaining erosion control. An NCDA & CS Pesticide Applicator's License with appropriate endorsements is required within 360 days of employment. Class "A" CDL with Tanker endorsements required within 360 days of employment or be terminated. Pre-employment drug testing is required for this position. As a condition of employment, a release form (ALCDRG-01) and a background statement (ALCDRG-06) must be completed and signed allowing the NCDOT to check with previous employers for the past three years about controlled substances and alcohol testing. Safety toe shoes required.

Minimum Education and Experience Requirements

High school or General Educational Development diploma and seven years of directly related experience; or an equivalent combination of training and directly related experience. Experience must be related to functional area of the work that the position will supervise.
