Air Force Materiel Command MANAGEMENT ANALYST in Wright-Patterson AFB, Ohio

The primary purpose of this position is to manage the conduct of comprehensive manpower and organizational analyses of a wide diversity of organizations, functions, and work processes to include the Commercial Activities (CA) Program, Management Consultant Studies and Reengineering studies. Responsibilities DUTY 1: Studies the structure and/or functions of organizations with extremely interrelated work processes and functions and accurately advises or proposes solutions to improve processes, and maximize mission accomplishment and resources utilization. DUTY 2: Designs, plans, and conducts work measurement, methods and procedures, manpower requirements utilization and engineered time standards; reviews and implements changes to organization and resource controls/programs, and/or benchmarking studies of complex, interrelated substantive work processes or functions. DUTY 3: Designs, plans, and conducts competitive sourcing studies, management surveys, and research projects, providing advisory services of a wide variety on substantive issues with extensive scope, complexity, and impact, assessing the overall effectiveness of program operations. DUTY 4: Provides complex management support services in the areas of program cost analysis, annual/multi-year/long range fiscal planning (e.g. Defense Planning Guidance (DPG), Planning, Programming, and Budgeting System (PPBS) cycles), and development of annual work plan(s), and/or commercial activity for organization(s) whose operations are interrelated and unstable. DUTY 5: Promotes the Manpower and Organization Flight vision and goals with all individuals inside and outside the organization. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis, Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include: utilizing a variety of coordinating, coaching, facilitating, consensus building, and planning techniques; provide strategic planning recommendations to improve mission effectiveness, resource efficiency and resource savings in addition to training team members and monitoring tasks to meet timelines established by leadership; and oversee and execute team projects, assignments and studies encompassing all facets of organizational logistics and acquisition to include supply maintenance, procurement procedures, manufacturing, and strategic sourcing. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill in the application of DOD, Joint, and AF management engineering principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy. 2. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations. 3. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, function, and work procedures. 4. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. 5. Ability to access or locate information through the use of a personal computer and software programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
