Air Force Materiel Command MANAGEMENT AND PROGRAM ANALYST in Wright-Patterson AFB, Ohio

The primary purpose of this position is to serve as the Directorate level management analyst for the Foreign Liaison Officer (FLO) Program in the Security Assistance and Cooperation Directorate, providing managers with objectively based information for making decisions on the administrative and programmatic aspects of agency operations and management. Responsibilities Analyzes, develops, and evaluates issues and develops recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations. Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques, analysis, and studies. Manages and controls assigned projects and programs by developing and/or refining policy and procedures, generating and maintaining appropriate documentation and forms, keeping appropriate/required records, and managing associated publications. Prepares and delivers oral presentations such as briefings, plans, schedules, training sessions, consultations, and strategy sessions with co-workers, senior managers, and other staff service functions/activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the organizational and functional responsibilities and operations of an organization. Knowledge of the operations, projects, services, needs, and goals of the program(s), and the organization studied or served and related customer's functions, resources and users. Skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program. Ability to recognize and analyze problems, conduct research, summarize results and make appropriate recommendations; analyzing, interpreting, modifying and applying rules regulations, policies and procedures as required. Ability to meet and deal with customers using a high degree of tact and diplomacy; capable of successfully interacting with and supporting up to 100 International Partners including 45 on-site partners from 26 different countries and various military ranks. Ability to plan and organize work and maintain good working relations with wide variety of personnel to include high ranking Officers and Civilians, base personnel, contractors, and Foreign Liaison Officers. Ability to communicate effectively orally and in writing; negotiate complex issues; and maintain good working relationships. Ability to plan strategically and follow through with tactical execution; effectively planning, organizing, and negotiating to implement recommendations, particularly where proposals may involve substantial resources, time, or require extensive changes in established concepts and procedures. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicants must have, or within 120 days of the closing date will have, a combination of specialized experience described above and graduate education described above which, when combined, is equivalent to 100% of the qualification requirement. Only graduate education in excess of the Master's level may be used in this calculation. (NOTE: You must submit your transcripts.) FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
