The primary purpose of this position is to serve as a Management Operations Specialist in a developmental capacity, performing assignments designed to further develop applicable analytical/evaluative skills and techniques. All training must be completed and regulatory requirements met prior to promotion. This position is a developmental (GS-09 Target GS-12) position.
Performs developmental assignments. Performs moderately difficult and complex assignments consisting of well precedented tasks to further orient the employee in the application of occupational principles, methods, and techniques.
Performs recurring assignments. Independently performs work assignments which gradually increase in difficulty and complexity.
Carries out special projects and participates in special initiatives and studies.
Prepares written correspondence and other documentation.
Conditions of Employment
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE:: One year of specialized experience at the next lower grade (GS-07) in Federal Service or equivalent in other pay systems. Specialized experience is experience which includes using judgement in interpreting and adapting guidelines such as regulations and agency policies, planning and organizing individual projects, participating in special projects, initiatives and studies, preparing written correspondence and other documentation, and/or familiar with software such as word processing, spreadsheets, program language and plotting software. OR Education: I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your official college transcripts. OR Combination of Education and Experience: I have less than the full amount of specialized experience described in the job opportunity announcement; however, and I have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, I have a combination of experience and education. Note: You must submit a copy of official transcripts. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This definition of specialized experience is typical of work performed at the GS-07 grade/level or equivalent position in the federal service. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, concepts, and theories of management operations, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments.
Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives.
Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.
Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments.
Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management.
Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
